Accountant

Division: WVSTO Debt and Securities Management - Safekeeping

Reports To: Director of Debt and Securities Management

Nature of Work:

Under general supervision, this position serves as an accountant for the Debt and Securities Management Department and applies principles of accounting to perform some or all of the following duties. The Director provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Director assures that the work is technically accurate and in compliance with instructions or established procedures.

Job Duties:
Includes some or all of the following. Other duties may be assigned.
  • Deposits and invests funds for new escrow accounts; invests funds received monthly; releases escrow account funds as directed by various agencies in the state’s financial system (wvOASIS).
  • Reconciles accounts with funds held at the WVSTO custodial bank to the safekeeping system and resolve any discrepancies.
  • Reconciles the investment accounts to the WVSTO safekeeping system and resolve any discrepancies.
  • Assists in the opening and closing of the Treasurer’s Office vault daily.
  • Acts as an agent for the WVSTO by observing internal and external auditors review of securities held in the Treasurer’s Office vault.
  • Reviews visitor log sheets to verify that only authorized people were admitted to vault.
  • Reviews responses from state agencies of their Quarterly Safekeeping Report and resolves discrepancies.
  • Responsible for closing the WVSTO Capital reception area at the end of the workday.
  • Serves as backup to the Safekeeping Specialist.
  • Plans and make recommendations for changes in safekeeping policies or procedures to increase the efficiency of operations or to improve safeguards over securities held by the WVSTO.
  • Serves as liaison with agencies to ensure they comply with safekeeping securities policy according to WV code.
  • Serves as back for the daily processing duties related to collateral safekeeping performed by the financial analysts.
  • Prepare special reports as requested.
  • Assist with quarterly and annual debt reporting.
  • Serve as backup to the Director for debt service payments. This includes reporting, document entry in the state’s financial system (wvOASIS) and other duties related to debt service as assigned.
Minimum Qualifications:

Graduation from a standard four-year high school or the equivalent required; Bachelor’s degree from a regionally accredited college or university preferred; one to two years related experience and/or training; or equivalent combination of education and experience preferred. Experience in wvOASIS helpful.

Required Knowledge, Skills, and Abilities:
  • Knowledge of the Microsoft Office Suite and in-house designed systems.
  • Ability to effectively present information in one-on-one and small group situations to external customers, agencies and other employees of the organization.
  • Ability to gather and compile data for use in financial reports.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to converse in a professional manner and provide excellent customer service.
  • Ability to maintain records and to prepare reports.

Finance Coordinator

Division: Hope Scholarship

Reports To: Assistant Treasurer, Hope Scholarship

Nature of Work:

Under general supervision, this position serves as a finance coordinator for the West Virginia Hope Scholarship Program. The position will be responsible for analyzing financial data related to the program and assisting with financial transactions related to the program. 

Job Duties:
  • Processes student scholarship funding transfers to the Hope Scholarship program manager in accordance with statutorily required funding cycles and also monthly as needed for newly approved applicants.
  • Assists with the review of any student, school or education service provider finance issues escalated for review by the Program Manager.
  • Assists with tracking student scholarship refunds needed back from the Hope Scholarship program manager when a student’s participation in the program ceases.
  • Assists with the audit of student expenditures for compliance with program rules. 
  • Reviews invoices received from vendors providing services for the Hope Scholarship Program for accuracy and in accordance with any contractual agreements. 
  • Assists with the tracking and research of financial issues reported by program participants (students, vendors and participating schools). 
  • Assists with all financial reporting for the Hope Scholarship Program, including the financial information included in the Annual Report.
  • Prepares reconciliations of Hope Scholarship funding. 
  • Prepares standardized and ad hoc reports utilizing financial data.
  • Monitors the program’s annual budget.  
  • Represents the Program at local conferences and meetings. Single day travel is required as well as occasional overnight stays.
  • Serves as a back-up for the Hope Scholarship Education Service Provider Coordinator and the Hope Scholarship Family Outreach Coordinator. 
  • Prepares activity reports and submits them to Assistant Treasurer and Executive Director.
Minimum Qualifications:

Bachelor's degree from a four-year college or university with major in accounting or related field required; two to four years of related experience; or equivalent combination of education and experience.

Required Knowledge, Skills, and Abilities:
  • Ability to communicate effectively, both orally and in writing.
  • Ability to organize and present information in a clear, concise, and appealing format.
  • Knowledge of the Microsoft Office Suite and in-house designed systems.
  • Advanced Microsoft Excel skills. 
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Ability to work cooperatively and courteously with others.
  • Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner.
  • Thoroughness and careful attention to detail.
